Either they are not receiving charge or they are not holding it. If the lights work using normal batteries then it is clear that the problem is with either the rechargeable batteries or the solar panel. I have one solar light that will not turn off in the daylight. The rechargeable batteries are being completely drained and will not recharge when in this particular light. I can recharge the batteries using a battery charger.
Solar lights typically stay off automatically by day as they are busy converting the light into energy to be stored in the batteries. This energy is then used at night to power the light. If it’s well after dusk and your light hasn’t come on cover the panel, if it does decide to work you know there’s another source of light hitting the solar panel that’s tricking the light into. If solar panel not getting the required sun light than the LED won’t work or can’t produce the brightest light as you would have expected.
Make sure you place your light at a location where it gets direct sun light. Solar lights rely on a photocell to judge the level of darkness and the level of light. If it’s not dark enough (and the switch is on), the light simply won’t come on.
This could be due to the proximity of a street light or lighting from the house. The way to test this is by putting a strip of duct tape over the photocell which is on the top of the light. After a couple of minutes, then lights should come on. When the paper is remove the lights should go off. After this, the security light should come on for a short while then turn off again and go back to normal settings.

If your light was ol chances are the battery is dead. If you have spare battery, use that to see if the light comes on in the dark. You can also use the battery off another solar light , or you can get new batteries. If none of this works, the problem then lies in either the sensor or the LED.

Rechargeable Solar Light Batteries are the major cause of failure in solar garden lights (main reasons why your solar lights are not performing as well as new.) Rechargeable solar batteries will self-discharge which means that over time the batteries will discharge to a point where they no longer work. This will normally put a sensor light back to auto.
Turning the sensor power off and on quickly within a second or two will turn the sensor to manual mode where it will stay on permanently. Or your sensor light setup is stuffed.
